Foreign Service in the Kingdom of Saudi Arabia. b. Kuwait Liberation Medal (KLM). _________________________________________________________________ APPLICANT CONTENDS THAT: The Kuwait Liberation Medal was omitted from his DD Form 214. The applicant did not provide any documentation in support of his request. The applicant's complete submission is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: On 13 Sep 94, the applicant enlisted in the Regular Air Force. He served 3 years, 11 months and 7 days of total active service. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAPP recommends denial of the applicant’s request to reflect Foreign Service in the Kingdom of Saudi Arabia. A review of his Master Personnel Records failed to provide any documents that substantiate Foreign Service time in the Kingdom of Saudi Arabia. The complete DPAPP evaluation is at Exhibit C. AFPC/DPSID recommends denial of the applicant’s request for award of the KLM. DPSID states that they were unable to verify award of the KLM- Saudi Arabia (KLM-SA) or the KLM-Kuwait (KLM-K). The KLM-SA is awarded to those members who participated in Operation DESERT STORM, and the Liberation of Kuwait. To be eligible for this award, military personnel must have served between 17 Jan 91 and 28 Feb 91, in one or more of the following areas: the Persian Gulf, Red Sea; Gulf of Oman; that portion of the Arabian Sea that lies north of 10 degrees north latitude and west of 68 degrees east longitude; Gulf of Aden, or the total land areas of Iraq, Kuwait, Saudi Arabia, Oman, Bahrain, Qatar and United Arab Emirates. The KLM-K is awarded to those members who participated in Operations DESERT SHIELD/DESERT STORM, and the Liberation of Kuwait. To be eligible for this award, military personnel must have served between 2 Aug 90 and 31 Aug 93, in one or more of the following areas: the Persian Gulf, Red Sea; Gulf of Oman; that portion of the Arabian Sea that lies north of 10 degrees north latitude and west of 68 degrees east longitude; Gulf of Aden, or the total land areas of Iraq, Kuwait, Saudi Arabia, Oman, Bahrain, Qatar and United Arab Emirates. The applicant began serving on active duty after the inclusive dates for award of the KLM, rendering him ineligible for award of the KLM-SA or KLM-K. In addition, the applicant’s DD Form 214 does not indicate he served any Foreign Service time. The complete DPSID evaluation is at Exhibit D. _________________________________________________________________ APPLICANT’S REVIEW OF AIR FORCE EVALUATION: He participated in Operation SOUTHERN WATCH from approximately 6 Dec 97 through 27 Apr 98 for 127 days. He was stationed at Prince Sultan Air Base and deployed from Davis-Monthan Air Force Base, Arizona. The applicant’s complete submission is at Exhibit F. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We note the applicant contends he was assigned to Prince Sultan Air Base, Saudi Arabia in support of Operation SOUTHERN WATCH; however, he has not provided any evidence to substantiate his request. Therefore, we agree with the opinions and recommendations of the Air Force offices of primary responsibility and adopt their rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
